Service Rates and Penalty Fees
City of Allen has established rates for utilities based on the cost of providing services. Water rates include costs from our wholesale water supplier North Texas Municipal Water District (NTMWD) to maintain, supply and develop infrastructure to secure water resources for future needs. October 2023 - September 2024 fees approved
Fee changes for water, sewer and trash/recycling services were approved by Allen City Council on Sept. 26, 2023. Watch the meeting
The changes were approved by Allen City Council to reflect rising costs of services caused by several factors including inflation, the maintenance of aging infrastructure and wholesale costs charged by NTMWD.
- Waste service rates: On Oct. 1, 2023, the residential waste services rate paid to the City of Allen for solid waste and household hazardous waste (HHW) services increased by $1 from $17.09 per month to $18.09 per month. Seniors age 65 and older receive a 20% discount in the base services rate for one (1) trash cart and one (1) recycle cart upon approval by the City of a Senior Discount application. Seniors also receive a 20% discount on their HHW services. Read the Resolution [PDF]
- Water and sewer rates: On Nov. 1, 2023, an adjustment in water and sewer rates will result in an increase of approximately $15.33 per month for residential customers who use 10,000 gallons of water per month. The average residential water use in Allen in 9,168 gallons per month, so 10,000 gallons is used as a benchmark for measuring the impact of water and sewer rate increases. - Drainage fee rates: Residential and commercial drainage fees will not change in Fiscal Year 2024. Residential drainage fees remain unchanged at $3.50 per month since 2017.
Despite the water and sewer rate increases, Allen’s residential and commercial water rates remain among the lowest among the cities that get their treated water and wastewater treatment services from NTMWD. Learn how your water rates pay for more than water

Charges for Outdoor Trash Enclosures with Sanitary Sewer Drains
- Single Enclosure (approximately 10 feet by 10 feet) - $21.91 per month
- Double Enclosure (approximately 10 feet by 20 feet) - $43.82 per month
- Enclosures of varying sizes - $0.2191 per square foot of enclosure area per month
- The City Manager or their designated representative is authorized to subjectively reduce these charges by up to 50% for trash enclosures that are designed with roofs, sidewalls, and final surrounding surface grades that effectively stop the introduction of storm water into the enclosures.
